what I had done is:
1- download binding from here : https://github.com/openhab/org.openhab.binding.bacnet
2- change the downloaded file extention from .zip to .jar and file name to org.openhab.binding.bacnet.jar
3- copying the file org.openhab.binding.bacnet.jar to OH2\addons
4 - creating bacnet.cfg file in OH2\conf\services
5- bacnet.cfg file details is :

#Refresh interval in milliseconds (optional, defaults to 60000ms)
bacnet:refresh=6000
#Set the bacnet network address
bacnet:hostname=192.168.1.123
6- creating bacnet.items file in items folder like this :

7 - in openhab console I entered this command : feature:install openhab-runtime-compat1x
Note: Java is updated to latest version : 8u241
