Changing system locale to de_DE.UTF-8 in openhabian-config doesn't change my keyboard layout

Hi,
I know it is a headless system, but still I want to have the german keyboard layout when using a keyboard directly. I changed the system locale in openhabian-config to de_DE.UTF-8 but still y and z are switched and so on. i guess I will never be friends with linux.

How can I change the keyboard layout?

Did you try rebooting? Sometimes you have to.

The solution
I used the following commands to just change the keyboard layout:
# sudo dpkg-reconfigure keyboard-configuration
# sudo service keyboard-setup restart (or instead just reboot the whole system)
