I’d suggest the same process as used for the Announcements category and marketplace bindings, where the OP opens and links to a separate thread for discussion. I’d also suggest that moderators have to grant developers the ability to post in it. That’s not to limit what developers can say, but to prevent new people (who are unfamiliar with the community) from posting in it.
I’d add it to this tutorial as a category to watch.
