Convert Push button to a dimmer

Hi

I have an switch item, when its Pressed, it sends an ON signal and on release an OFF.

How do I convert this in to a dummy dimmer item so I could link it to a Hue bulb.

I’m thinking a quick press and release <1sec turns on/off, and press and hold >1sec switches between dim up/down
