unfortunately that didn’t work, I put it in the “Rules” folder and named it default.rules. is that correct?
That should do it but unfortunately I don’t have much time to test it myself

Solved, Well a working workaround, Many Thanks to Yann for all your help and everyone else too, thanks to fotastisch for the final answer.
If anyone else is getting this problem my workaround was simply activate legacy bindings in paper ui and install exec bindings 1.9. my switch now switches on and off.
