Have you seen this [thread](https://community.openhab.org/t/consistent-100-cpu-use-of-safecall-queue-thread/143792/44)? There is a work around being tested, that link is the post with instructions to install patch. Report your issue in that thread or on [git hub issue](https://github.com/openhab/openhab-core/issues/3755)
