Simulate presence by randomly switching lights - any rules existing?

All, I am looking for a rule to randomly switch lights in the evenings to simulate presence. In the timeframe between sunset and e.g. 11 pm check a random value and in case of … switch on a light for n minutes, with n between 10 to 30 minutes randomly. And repeat that again and again until 11 pm. Any idea or rule already available ? Thanks in advance
