i install openhabian on my raspberry also i install the insteon PLM bindings but there is nothing in the bindings page
which package did you select when you installed OH2? (which release?)

try to set package = expert in /etc/openhab2/services/addons.cfg and check again the PaperUI->Add-ons->Bindings
