There are two ways to do this now.

1. Configure the Astro event channel with a -30 offset and use that channel to trigger the rule.
2. Link the state channel to a DateTime Item and use that item to trigger the rule using a Time is <Item> which, as of OH 4.2, supports an offset parameter.

#1 is limiting if you have different things happening at different offsets
#2 is intriguing. I need to buckle in and upgrade

You can do this for a long time with the timeline picker. You must define ONE Channel in Astro binding and can uses this channel for ALL Timeline pickers in Your system. For each representation is it possible to define own offsets and in addition you can create dynamic solutions. One time installed all changes are made in your widget of timeline picker.
