It depends on your installation and system. Normally the documentation says how to download either the snapshots or the milestones, or the release options.

Look like I have the latest Z-wave bind. Updatng my Openhab to latest release 2.3.x including updating the os did not solve the problem either. I assume this means I manually have to update a file in the installation. How do I locate the xml file to be updated? I assume this is the datebase file? cannot find any info on the forum.

No - you are using 2.3. As per the link I provided above, the latest is 2.4 M4.
No - as I said above, the database is included in the binding itself - it can’t easily be updated.
I can’t get a Invonelli NZW31 to work either.
I found an OpenHAB XML file for this device on their website. What do I do with this file?
I can suggest the same solution I did above - please ensure that you are using the latest version of the binding as this device is already in the database.
I have the latest 2.4 build of the zwave binding installed and mine is still showing as Unknown Device.
