You might see that it will not run on Windows as underlying OS.

Cloud means “on somebody’s else his computer”. So if the cloud vps runs Linux, you’ll use the Linux tutorial. In your case it runs windows, use the windows tutorial. A “cloud based” version is no more than an OS (probably Linux) with openHAB installed.
