Maybe I get something wrong wher reading DOC’s… bot is there possibility to SET SATEL outputs state (send commands to them) from openHAB? How to do that? What type of output should I set in SATEL configuration?

Definitely you can set outputs, everything is in the docs - look at the examples section.
You can control bistable or monostable outputs, obviously the user must have appropriate rights in DloadX configuration.
