@Matt, There will be a broader range of solutions for the video requirements by using a home wireless router. It does not need to be the newest or most expensive for this application. Video over TCP/IP will give a lot of camera vendors to choose from. A computer to run 24/7 will be required. An old laptop or Raspberry Pi are the usual choices. The project sounds well within the control capabilities of openHAB. One thing you did not mention is a preference for DIY or off the shelf bits and pieces. Budget usually influences this decision.
Depending on your need to store and review historical data, a hard drive somewhere in the setup should be considered.
I have been using a Raspberry Pi with camera module as a video monitoring system daily for almost two years with the original microSD card with good results.
