First lets fix the issue of it not detecting online and offline correctly, it may be the same issue for both problems but it will be quicker to reproduce unplugging a cable and putting it back in.
You will need to install the Telstick binding, and uninstall the merged ipcamera binding before you unzipped that to your addons folder.
