Is it possible to use Alexa (Echo dot) as an output device for a TTS addon?

I’m using Alexa (Echo dot) in order to control the openhab 2.1 that controls my home. I’d like to use the same device as output for TTS service. Is it possible ?

Now, there is another cool feature: with “devicename_TTS” e.g. you can enjoy text to speech without the annoying “Here is your remind”. Alexa speaks instantaneously and only those words you told her.

is this working in Australia / New Zealand?
I have the binding installed and the amazon account thing online but our echo and our dot are both showing as online, any ideas?
