Simplified Jython rule definition (similar to Rules DSL) using a universal decorator

I’ve pushed a major update to the openhab-scripters repo, with a number of changes to the openhab.triggers module, openhab.rules module, and updated the documentation. Yes, I have an IDE setup and can build jars. There’s really not much to it, but you can do builds from the command line too.
