Is Z-Wave considered "offline"?

I am consolidating equipment I would like to setup to make my home a smarthome. I would like to have a self contained setup that isnt reliant on the cloud or other systems. Just OpenHAB internally and the cloud one if I’m remote. Other than the Alexa piece, which is unfortunate it can’t work for voice controls if the internet is down, is it fair to say that Z-Wave is meant for use for “off-line” use? Thinking because it has it’s own mesh network it doesn’t directly have any way to connect the the internet on it’s own. Also if that’s the case, do these devices ever get updates and if so how if they are self contained?

AFAIK, Z-Wave devices don‘t get updates OTA, so no inernet connection is needed to operate your Z-Wave network.
