It’s not really essential if they were or were not made initially. The issue is that the number of unsubscribes shall not exceed the number of subscribes. So subscribe/unsubscribe is ok. Or not-subscribe/not-unsubscribe is also ok. But not-subscribe/unsubscribe or subscribe/unsubscribe/unsubscribe are bad. Etc.
