Need a rule for scheduling rolling shutter

What is the best way to establish a schedule for the rolling shutter at a window. Lets say the shutter shal open at 8am and close at 9pm.

I have seen the time scheduling in Habmin, but i have no idea hot to use it.
Perhaps a rule or script is a better approach ??
