I have never tried it on an Raspberry my self, but have you seen this topic:

Thanks Ben! that seemed to install it but its not showing up in the paper UI. is there a string i can enter into the pi through ssh to see that it installed in the correct place? Should I have to do anything else to get a binding to work?

They talk about you need to also update the \openhab2-conf\services\addons.cfg file to get it installed.
