You can check the different stages of initialization during inclusion in Habmin. Sometimes it didn’t continue. Then I clicked the tamper switch not only 3 times but multiple times, may be 20 or thirty times. Finally, it finished inclusion, set controller to association group and generated the XML file.

I followed this tip by clicking the tamper switch many many times – after about 10, HABmin updated the status to “Getting Info” or similar. I kept clicking, and HABmin updated the status a few times until things seemed to settle. Then, I was getting updates from the sensor, the XML file existed, and the 1:Lifeline field showed the controller!
