No log entries

i just updated to Build 1031 and by some reason nothing gets logged into the log files any longer.
the access rights seams to be fine (openhab:openhab) i moved the all log files and restarted openhab, but only an empty file gets created and no log entries at all.

any ideas/suggestions?
