I am having exactly the same problem; I cleared the cache and got the same. OH tries to start and the error, the same as gbicskei and m0rgoth, repeats in the log. OH completely fails to start properly. I am using OH3.1.0.M1. This error appeared very recently, I regularly clear the cash and haven’t changed my addons. I have a backup of the cache from the previous day, restoring just this returns OH back to normal.
It seems something on the repository side. Just let it retrying, sooner or later it will download it. that’s what happened in my case… @wborn anything unusual in some logs maybe?
Thank you for the information. I left it trying to start for two hours and it still did not load the bundles, so for the moment I am using my backup.
For information I am using a docker installation on a Synology disk station, it has been working well throughout various installations of Openhab versions 3 and 2.5.
I do delete the cache quite often and I was wondering if there was some limit on the number of times you can download bundles? Maybe this is the problem.
Also, I delete the userdata/ tmp folder, but this does not seem to be a problem as I only replace the userdata/cache folder from my backup to get it working again.

I had the same problem (with OH 3.0.0) on the same setup (docker/synology). While looking in the docker terminal inside Synology I found the following error:
