Only run rules based on Cron scheduler when the system is fully loaded (start level 100)

I create Delay Start [4.0.0.0;5.9.9.9] fo this use case.

Install the tempate per the instructions, add a new rule based on the template and choose those rules you want to not start running until the time after startup completes. This rule will disable those rules as soon as the Rule Engine starts and reenable them the defined time after runlevel 100 is reached.

There’s no need to store a value in the cache or an Item or anything else fancy like that.
