Paper UI: Items stacked in Control tabs

Platform information: Hardware: RPi3 OS: openhabian (current) Java Runtime Environment: stock openhabian openHAB version: 2.2.0~20171211135820-1 Issue of the topic: On the Control page, all Items in any location tab except the first one are stacked and can not really be used anymore.
