Clearly there is something wrong and it shouldn’t do this. But the description of the rule sounds like an antipattern. Why run a rule every minute to query the database? Perhaps there is a better way.

Since something in the rule is getting the blame, maybe we should see the whole rule, or get the whole story about where minimumSince comes into it. I’m not sure minimumSince is a lot of use with a binary Item. I suppose it should show if its ever been CLOSED in that period.
