So you say, habpanel isn’t changed in years. Does it mean it’s not actively supported and I should change my interfaces to something else?

It’s not actively supported, but it’s not going anywhere in the neat future.

After my click item is updated from server (because OpenHAB just read values from device) to its value of 20.

This suggests to me that the issue is autoupdate, not HabPanel.
