I did an upgrade from latest OH3 milestone build to snapshot with latest openhabian-config tool.
After upgrading no binding is installed and re-installing bindings ist not possible (keeps showing Installation but does not do anything).
Anything I can do here (except downgrading 
Try this:
sudo systemctl stop openhab.service
sudo openhab-cli clean-cache
sudo systemctl start openhab.service
