Random behavior which bundles are active and not

I have currently the following bindings in use:

166 | Active | 80 | 1.9.0.201601220210 | openHAB KNX Binding
168 | Active | 80 | 1.9.0.201601240211 | openHAB XMPP Action
169 | Active | 80 | 1.9.0.201601220210 | openHAB TCP-UDP Binding
174 | Active | 80 | 1.9.0.201601240211 | openHAB Exec Binding
183 | Active | 80 | 0.8.0.201601201718 | Eclipse SmartHome RegEx Transformation Service
184 | Active | 80 | 2.0.0.201601230202 | Astro Binding
186 | Active | 80 | 0.8.0.201601201718 | YahooWeather Binding

The Exec and TCP Binding are copied to the addons folder, the rest is activated via the paper UI.

The addons.cfg file looks like this:
package = standard

The rest of the options is left empty. And I am on build #102

The behavior is the following.

After a restart the knx binding, the xmpp, exec and the tcp binding are started.
The YahooWeather,Sonos and Astro - not. Also the homematic binding is not started unless manually installed via PaperUI.

When I do use the paperUI to install any binding, the SMA Smart Energy biding is installed as well even though not selected. (I’ve installed it in the past, but removed it later via the karaf console)

Is there something I’m doing wrong? Why is the selection of bindings not stored correctly, is there any way to check it via a config file or similar?

Did you just copy the new files over the old ones when updating from a previous build?
I had a similar issue while doing that.
After I removed the old oh2 files completely (save your conf folder!) and installed (copied) the new ones everything went fine …

Yes I did… thanks for the hint.
