Thanks Rick, the lead on the Cron expression was the culprit. I had built it with the generator but after doing some digging and learning more about Cron than I ever wanted I figured out the one that was built would run the rule starting at the first of the day not from that moment in time. I ran it through another configuration on another site, got a different code and was able to piece it together. Now its working like a champ!
