Rules uninitialized after Reboot

Hello can anybody help what I should do that rules created in PaperUI will be ready after a reboot of OpenHab?

I use a raspberry pi 3 with openhabian.

This has been a long standing problem for ages. I never found a fix and gave up with the PaperUI rules engine, switched to Node-Red and have never looked back!
