Scan Available Network Binding IP address & Publish Data to a particular Topic

I want to write a rule for Publishing Data

The Data I need to Publish is like, OpenHab Should scan automatically available Network Binding devices and After Scanning, it should publish the available Device IP address to the topic which I have subscribed in openhab

example: topic is “publish1”
