I have installed openhab2.2 snapshot in hopes of getting zwave secure working, i see talk of a key file ( security_networkkey ? ) Is there any documentation on where this file should be and format?

It’s not a file - you just set the key with this configuration. Note though that this is not applicable to the snapshot branch - only the development branch uses security.
