Frankly, I have no idea.
As ssen above on one of your screenshots, the degree sign did sometimes show up.
I noticed another thread with the same problem, also on a windows machine, not solved yet either!

after 1-2 restarts it was done.
PS: Don’t forget the clean cache!

From the command line use these commands.
sudo systemctl stop openhab2
sudo openhab-cli clean-cache
sudo systemctl start openhab2 or sudo reboot

Windows does not have the Karaf console?
You will need to stop OH first then use openhab-cli clean-cache.
