I’m using tabbed pages and ever felt annoyed by the tabs row disappearing.
It always goes away when I scroll down, and to make it return, I have to scroll up first.
Can this be changed via some config option or hack, CSS or other?

I’m pretty sure this is an F7 option that is hard coded in the tab pages. The tabbar is outside the scope that you could access with css stylesheets, so unfortunately, I don’t think there’s much you can do at the moment.
This would be a reasonable thing to make configurable, however, so it might be worth a enhancement request.
