So the question is, do I create a map file that has all of the remaining switch id’s in it to prevent this from happening or is there a better way to prevent this?

I would go with the map file
You can also filter the log

openHAB - Filtering event logs

Simple string filtering on the event log. Useful for filtering out high change items that don’t need constant log visibility.
