Yes - you are misinterpretting this. Check the diagram just above this in the document - it shows that value 1 is the low byte, and value 2 is the second byte. The table you have shown here also says this (although it says value 2 is the high byte which isn’t strictly correct).
This emphasises why we need sub-parameters - this can be confusing to people who (mostly ) know what they are doing, let alone beginners…
