Maybe this is already on the cards for OH3… please forgive me for my prudent nature…

Apparently z-wave protocol by design permits replacement of nodes on controller… would be great if we could do that from within OH. ie. put controller into inclusion mode for that node to replace it with new device/thing. This would then mean no more rogue empty node IDs.

Your best bet for something like this is to file a feature request issue on the binding. See How to file an Issue and in this case the openhab-zwave repo is the one you want to file it on.
