the /etc/mosquitto directory appears to not be created as when trying to install from Option 20 in Openhabian the mosquitto.conf file is missing.

It seems the directory is created, i can get to it from the CLI, but not using WinSCP.
My problem was actually the config file contained: allow_anonymous false
Once this was changed to allow_anonymous true connections were possible.
