I have and old Samsung notepad that is too slow for a proper notepad. Would it not be nice to be able to use it as a display for RPi3?

This is beyond the scope of the openHAB forums as it has nothing to do with openHAB.
That being said, short of running a VNC server on your Pi and a VNC client on the tablet or some very serious reverse engineering and soldering skills there will be no way to plug this tablet (which is a computer in its own right) into your Pi.
If your primary goal is to have this tablet be the UI for an openHAB instance, search the forum for “tablet” and you will see lots of ideas people are doing with controlling openHAB from a tablet.
