You can easy use the Timeline Picker.
Create an Item to switch through Sunrise, set an Offset (only for personal brightness perception) in UI from timelinepicker use this Item in your rule as Trigger. Set the Timeline to ON with condition sun from 0.00am to 1.00pm and Rest in OFF. Done.
