You missed the most important change to apply, that is updating the item type, like for example Number into Number:Temperature. Then as you forced the unit to °F in the label, you will get Fahrenheit values.
You can choose between Metric and Imperial in Paper UI: Configuration => System => Regional settings => Measurement System. With this setting set, if you use %unit% as unit in your label, then Celsius value will be displayed in case the setting is Metric while Fahrenheit value in the other case.
