What is the function of the arrow buttons next in color elements?

Openhab the Karaf Console and Press the Button’s … the you see the Action in Log

I think it is ON / OFF …

There’s even more functionality:

Up: On
Up (hold): Increase brightness
Down: Off
Down (hold): Decrease brightness

increase/decrease light does not work using the openhab app (android). using BasicUI (Chrome browser) it´s working fine.
