Z-wave PAN06 In Wall Dual Relay(1 Way) Switch Module 2x 1.5kW association groups wont save

I have added a PAN06 In Wall Dual Relay(1 Way) Switch Module 2x 1.5kW to my home and when I change the association groups to the controller, it says updated but doesnt keep the value. Samr thing in Habmin

anyone any ideas?
