Zwave USB stick never goes online when creating Thing

Using a Zooz ZST10 700 usb zwave stick on Windows 10 Pro with openHAB 3.2.0. Device manager shows the stick on port 0001, hub 0001. When I create the Thing from the Zwave binding I use COM1 as the port and accept all other entries as given. It never goes online, shows an error which is ‘Controller is offline’. I have tried other usb ports (changing the port number as shown by device manager). An excerpt from the log file is below (unable to upload the entire log file since I’m a new user).
