Chris removed this feature from the Z-Wave binding:

The ZigBee binding supports this, but we removed it from the ZWave binding a long time ago as it caused a load of problems with stability. I forget what it was, but IFRC it was removed before 2.4 was released due to lots of issues.

The ZWave binding doesn’t support the RFC2217 classes - these were removed from the ZWave binding a long time ago.
