4.1.1 Startup Issues

After updating to 4.1.1, openHab takes approximately 30 minutes to fully stabilize after reboot. During that time, the CPU and memory utilizations are below 50% and the heap file looks good. I’m getting a Rule Engine warning right at startup (shown below) and persistence errors for the next 30 minutes. During that time, I can manually run a rule, but none of the rules will trigger from a time or item change/command event. I’m not finding any other clues in the log. Any troubleshooting advice would be appreciated.
