Binding hidden? Z-wave - can't add new items, binding not shown

3.4 m2 here and my z-wave binding is not visible. it is working as i have several light switches and all seems fine there but if I go to add something I have no z-wave binding. I have uninstalled/reinstalled it.
stopped/started openhab.
any ideas here?
