Calling people who have (some free time and) test environments and can deploy OH 2.3.0 Stable and/or OH 2.4.0 Snapshot and/or OH 2.4.0 Milestones on either Windows or Linux or Mac to test the condition described on (first entry):
In my opinion, this is a serious bug and can drive away new users (who use the offline addons package)
Please check this and report either here or (preferably) in the github issue with comments.

I have successfully reproduced this on Win + Linux with both OH 2.3 Stable and OH 2.4 Snap (I haven’t tried OH 2.4 Milestone 5 yet)
