Can not open Habpanel in OH3

When I click on HABPanel in the OpenhabUI i get the message :

No default panel configuration!

Sign in with the main UI to enable editing in HABPanel and set a default panel configuration.

although i am logged in.
I tried with uninstall and reinstall HABPanel but it didn’t work in my case

I don’t use HABpanel but I think that error message means you need to log in with your admin user that you create the first time logging in to OH 3. That will allow you to start creating a HABPanel. Without logging in as an admin user HABPanel will be read only.

I have done so, and its still not working.
Maybe a link with the API token ?
